INTERNAL CIRCULATION:

RE-ADMISSION OF LOCAL AND INTERNATIONAL RETURNING STUDENTS

TO UNIVERSITI PUTRA MALAYSIA FOR SEMESTER 1 2020/2021

 

Dear Officers and Students of Universiti Putra Malaysia,

Assalamualaikum and Good day,

  1. In line with the announcement by the Ministry of Higher Education Malaysia dated 16 July 2020, Universiti Putra Malaysia (UPM) will resume face-to-face teaching and learning (T&L) activities for Bachelor, Master and PhD for the first semester 2020/2021 academic session which will begin on 19 October 2020. The face-to-face T&L activities for Diploma Program will begin on 28 September 2020 as per DVCAI’s Internal Circulation dated 29 June 2020.
  2. All returning international students who are permitted by the Malaysian Government to enter the country must undergo a two-week quarantine which includes COVID-19 detection tests as required by the National Security Council and be at quarantine centre provided by NADMA (National Disaster Management Agency). Students are required to inform their quarantine centre placement to UPM by filling up i-PUTRA’s google form https://forms.gle/oVD2gYEmfGg3UcTk8 on the first day at the centre. All costs incurred for the quarantine shall be borne by the students paid upon check-in. Only upon completion of the two-week quarantine (with negative COVID-19 test results), are allowed to attend face-to-face classes at UPM. Hence, returning students must enter Malaysia two weeks prior to the commencing of the first semester 2020/2021 academic session, (no later than 4 October 2020) in order to undergo the two-week quarantine.
  3. Returning international students will only be allowed to enter Malaysia after receiving the Travel Authorization Letter from the Malaysian Immigration Department/EMGS. They are also required to submit the Letter of Undertaking (LoU) agreeing to the two-week quarantine period and that they will bear all costs incurred. In addition, they will also need to obtain a Letter of Approval (Entry Permit) from an accredited Malaysia Mission abroad. International students are not allowed to bring dependents with them.
  4. If a returning international student is not permitted to enter Malaysia or decides not to return to UPM in the first semester 2020/2021 academic session because he/she is unwilling to pay the cost incurred for the two-week quarantine and that there are no virtual classes for their programme/course, they are then required to defer their studies for the semester.
  5. All faculties and institutes must ensure that students comply with the SOPs set by the National Security Council and the Ministry of Health Malaysia as well as all other regulations prescribed by UPM from time to time.
  6. Any changes in UPM’s guidelines due to the change in government policies and regulations during the pandemic will be kept updated from time to time.
